Apart from the amateurish opening, Secret Lives isn't a bad pop/rock song.
I think Send It is cute, but it isn't as good as it's rival.
Although it was the name of the contact page in the late lamented ftmusic.com

Secret Lives is the point on Balance Of Power when the album starts to lose momentum. It therefore wins my vote.
I had a feeling Send It would probably emerge from the pile here and if it weren't for Marston Moor it would probably also be an outside contender for the outright winner of this poll thread. But I would like to offer the case for the defence and try and explain why I think Send It deserves a bit more love than it seems to be getting....
If you have or can track down a copy of Jeff's first single from Armchair Theatre (1990), Every Little Thing - you'll find the wonderful I'm Gone as its non-album B-Side. For my money, I'm Gone is one of those unknown gems that deserves so much more attention than it's ever going to get, a rockabilly/ELO cross that probably didn't make it to the album proper because the Jesse Stone/Roy Hamilton cover Don't Let Go got the nod instead. Quite why I'm Gone (and Sirens for that matter) didn't even feature on the reissue of Armchair Theatre in 2013 is beyond me, but I digress. 1990 then was probably Jeff's peak in terms of rockabilly experimentation but it was also the end of an impressive line of such noodlings. Consider Rattled on Traveling Wilburys Vol 1 (1988) and Rockabilly Holiday on Duane Eddy's Twangy Guitar album (1987) for example and at the start of the queue, the much maligned Send It. The 'mistake' made with Send It is its eightiesness, the merging of a rockabilly feel and the synth technology of it's time. It doesn't really work but I'd love to hear a back-to-basics version, if it exists. It's a song that has a lot more to offer and saw Jeff move in yet another songwriting direction.
Jeff seemed to move away from rockabilly after 1990. His involvement with Ringo Starr's cover of Don't Be Cruel got relegated to a 1992 B-Side (there's a theme emerging!) and the Zoom outtake, Out Of Luck probably didn't fit that album's original track listing.
I'm actually no great fan of rockabilly, the eighties revivalists Stray Cats didn't do much for me (although they also worked with Dave Edmunds). It's just another fascinating thread in the ELO songwriting story. Take it or leave it, it's one of the reasons why Jeff Lynne's work continues to challenge and resonate with me after nearly fifty years!
