It was easy!!
I lie this is taken from the Jeff Lynne Song Database.
The 7" picture disc, featured a contest to decode the clues on the picture disc to win a "Personal Gold LP Disc". Entrants had to figure out the line and send it in for prizes. The clues were: 1. Backwards writing on the disc that says "GO TO JETLX 527" referring to the Secret Messages album (by it's UK stock #). 2. A picture of four diamonds referring to the Four Little Diamonds song. 3. More backwards writing on the disc that says "WE SHOUT RAVING NOTES", and... 4. A picture of a jester. By rearranging the letters in "WE SHOUT RAVING NOTES" and the word "JESTER", one gets the line "there's just no answer to give" from the song Four Little Diamonds. And that's the answer!

Ah, such memories! I bought two copies of the picture disc so that I could enter the competition twice. You had to peel a gold sticker off the single's sleeve and attach it to each entry hence, the more entries you wanted to put in, the more copies of the single you had to buy.
I was stunned to discover that I'd won a runners-up prize! This turned out to be a vinyl promo-stamp copy of Secret Messages. It's obviously not as good as winning the top prize of a gold disc and naturally, I owned a standard copy anyway (you really needed the album to work out the answer!) but, I was thrilled. So much so, I still have the letter.....

Someone once told me that the personalised first prize gold disc turned up on eBay a few years back, though I don't recall there being any mention of either silver 7" runner-up prizes surfacing yet...
