is this Jeff's first nomination? seems like I remember them dissing him before, just can't remember if it was by not nominating or not inducting

This is at least Jeff's third nomination. He was nominated in 2015, along with Tom Petty, and George Harrison was nominated in the posthumous category. If all three had been inducted, all the Wilburys would have been in. Only Tom was inducted. The following year, Jeff was nominated again and the posthumous category was eliminated. Tough luck George.
Jeff wasn't nominated last year. There's some tough competition this year.
Fans can't vote, but I went to the Songwriters Hall of Fame Facebook page and wrote a recommendation for him.
Or you can email them at info@songhall.org, but I doubt anyone reads those.

Voting is now closed on this. The Songwriters Hall of Fame usually announced those chosen for induction in early February.

Apparently it's quite hard to see them with the naked eye, you need to be looking through a camera or other type of lens?
