Happened upon this yesterday. Do any of our northern England forumheads remember Rainbow Cottage?
A Wigan band apparently. Toured all over the country, mostly playing covers, but they had a minor hit in the 70s with a song called Seagull. Interesting that they had an Out Of The Blue track in their set list, as well as THAT well-known chart hit.
And, another claim to fame, they recorded the theme tune to the classic kids' TV series: Cloppa Castle!

Here is a good cover of Mr Blue Sky by the Scottish indie band The Delgados from one of many sessions they did for John Peel's Radio 1 show. Emma Pollock sings the vocal.

This may have been shared before and if so, Baby, I apologize. Who knew that Roy had secretly worked with Jeff?

Another one for all you trombone fans!
It's not an ELO cover, but at least there is an ELO connection-- Daft Punk have sampled Evil Woman and Can't Get It Out of My Head in two of their other songs.

Okay, this one IS an ELO cover (song starts at 5:30): Kid does a good job channeling Jeff circa 1979, pretty much only missing the sunglasses and evoking the original music video with all that fog, though he definitely puts his own spin on the song.
