I remember reading that Bev decided to pull the plug on Part II when he reached a certain age. And folding the tent at the end of 1999 was a good marker too. Basically, at that point he had headed Part II for 10 years. Yes, when Kelly passed away I read that Bev said they hadn't spoken in 10 years, which is about the time that Part II folded, but Bev was gracious with his remarks about Kelly upon the latter's passing.

I’d always thought Bev comments about the retiring at a particular age was a way to put a positive spin on and be diplomatic rather than say Jeff was exerting extreme legal pressure to sell his half of the ELO name. Otherwise he could easily have packed up Part 2 after Phil’s last gig in Jan/Feb 99 (sorry forget which month) a mere 9 months early. Or he could have carried on under a new name maybe the Bev Bevan band or Bev Bevan’s Move and played a wider variety of music…, oh hang on!!!….

I would love to see the actual legal agreements drawn up between their attorneys to see what was actually agreed to, and when. Every musician at their level always likes to put the best spin on everything.

I'll have to track down the exact source, but I do remember Bev stating that ELO Part Two were a good band that needed better songwriters.

I think that's a bit harsh of Bev, a lot of their songs were really good. Well I thought so anyway. And they weren't restricted to just one person as with ELO; quite a few of the band members had the chance to have their songs included.
