When I attended Jeff Lynne's concert the repertoire featured songs from all ELO studio albums but two: Balance of Power (not a surprise knowing it is often overlooked by both fans and Jeff) and Time, which happens to be my favourite album, but clearly not Jeff's. Surely you haven't read Jeff's liner notes for the 2007 remastered edition of BOP? He calls the album "one of the better ones [by ELO]" of the last century. You are right, I haven't. It wouldn't have changed my mind much anyway. Having him play songs from that album live would. I think what he said there was intended to promote the album. If you really think an album is so fantastic you'd play its songs live, and he didn't do much of that. Res, non verba.

I remember this Q&A session with fans after the release of FOON where he was asked to say a few things about his ELO albums. I was so disappointed about those comments, Jeff is definitely not good at promoting stuff. He tends to downplay everything and is hypercritical of his own music. With regard to BOP he sometimes pointed out in the past that he probably shouldn't have used all the digital reverb (IMHO, he is wrong, ELO used it to great effect!), but I think he's quite fond of the album because it was tune-focused, just ten little songs. In other words it's the kind of approach he still seems to favour now. (I mean BOP could have been presented as a concept album, but Jeff finally dropped intros, shortened the songs, didn't talk that much about the obvious underlying theme)

Regarding tour setlists, note that he also hasn't played any songs off "Zoom", an album he is very proud of.
As early as 1977, Jeff said that he believes that people come to a concert to hear the biggest hits. Which I think is true for the majority of fans. Personally, I would love to see him perform the complete "Time"-album. But I suppose this will never happen.
