There's two kinds of instrumental really -
1. the exact same song as the record but with the vocals taken away which sounds a bit empty and uninteresting without the singing.
2. the music in a demo-type form that works as a piece by itself before lyrics were even thought of.
There's also the re-arranged instrumentals which orchestras use but I don't count those.
Some songs by other bands sound great or even better without the singing but others are very dull and you realise that the vocals were everything. With ELO the music is so cleverly done you can listen to that alone and be blown away. Nevertheless, Jeff's singing makes everything better and is music itself.
Jeff said he wrote the music first and would himself prefer not to write any lyrics, just imagine an ELO with a discography full of instrumentals? Is this what Jeff had in mind? With such beautiful music, arrangement and production it would be a treat.

Jeff's voice is a big part of ELO's appeal to me, so I don't really see the point of doing instrumental versions of perfectly good songs. And I think the actual instrumentals in the catalog are kind of pointless. Perhaps with the exception of Believe Me Now, functioning as an intro to Steppin' Out. I know it's ironic but he fact that Jeff's voice is so amazing is one of the reasons I love the instrumentals. On a song like Telephone Line, he sings with so much emotion and so beautifully it actually takes attention away from a sound that's almost straight out of heaven. I listen to them and appreciate his genius even more. I love the complete versions but put me in the crowd that says of instrumentals, more please! It's more to enjoy.
