I think that is the combined running time of the two 12” B sides, Sooner or Later and Video (instrumental), so I don’t think it’s an extended version of Sooner or Later.
Looking at the ebay picture this is my assumption.

Even though I am not a fan of the song I always felt Sooner or Later was different enough and catchy enough to be the US chart success Jeff/ELO needed after Four Little Diamonds, Stranger, and Video all stiffed... Four Little needed a) real drums and b) a music video and it surely would have hit... and the momentum would have been there for Stranger to have made a chart appearance and then Jeff wouldn’t have given up on ELO and history would be much different, right?  |

If anything, I've always considered Sooner Or Later the most clear indicator of where Jeff was planning to take ELO musically on its final (contractually required) album, so it might have worked as a perfect standalone single for this very purpose. On the other hand, I reckon Destination Unknown had the most potential to become a major non-album hit... |

Apparently it's quite hard to see them with the naked eye, you need to be looking through a camera or other type of lens?
