What is the story behind this? was it just Jeff messing around one day in the studio or were all the band (in 1982) involved? Great raspberry blowing mind....

Am I the only one who has heard of this song? I had heard OF it, but had never actually heard the song. I remember reading something about it within the past year, but had forgotten about it since then.

I read that it was started in 1982 and finished in 2000. According the Jeff Lynne Song Database, it was written and produced by Jeff. Jeff also played guitar and the vocals but any other artists or instruments are unknown.

I think that's very likely, Timeblue. What other reason could there be for him not completing a song that is less than 90 seconds long in one take?
